Cuts Internet Charges by Half

SINGAPORE – Vietnam's General Department
of Posts and Telecommunications (GDPT) has cut Internet sign-on and access
charges by up to 55 percent in order to spur use of the medium in the country.
The reductions, enabled by government
subsidies, are designed to bring charges in line with those elsewhere in
Southeast Asia, GDPT said.
Effective next week, GDPT has reduced
the hourly access rate from US$1.70 per hour to between 77 cents and $1.25
depending on the time of day and the type of organization accessing the
Internet. Monthly subscription and one-time sign-up charges have been reduced
by 40 percent.
Vietnam currently has about 15,000
Internet subscribers signed up with its five Internet service providers,
but authorities have said they hope to see between 50,000 and 60,000 subscribers
by the end of 1999. High access charges have been the primary barrier in
a country where GDP per head in the richest area – Ho Chi Minh City – has
just reached US$1,000 per year.
Vietnam's Internet market is currently
pulled by three competing forces – the government's keenness to enable
citizens to benefit from Internet access; concern about negative effects
of an open medium such as the Internet on Vietnamese society; and the need
for GDPT to maintain high revenues to be able to continue investing in
Internet infrastructure.
